Snakes do not really need special lighting. They have been happily kept in enclosures without any special lighting for years and no issues occurred because of this.
Although uvb is always beneficial for reptiles, snakes do not really need it. Most species of snakes are nocturnal or active at night and are not exposed to uvb at any point in their lives.
Lizards require uvb light in order to grow. Their bones require much needed calcium and uvb to avoid any issues such as metabolic bone disease or lack of calcium which causes bones to develop improperly.
